— October 24, 2002 — Mr. Breitkreuz (Yorkton—Melville)
— On or after Thursday, November 7, 2002 — That the Standing Committee on
Justice and Human Rights fully examine the current definition of “human
being” (as defined in Section 223(1) of the Criminal Code of Canada) and
report back to the House if the law needs to be amended to comply with the
United Nations Convention on the Rights of the Child to provide “appropriate
legal protection for a child before as well as after birth” and whether or not
the law should be amended so a child is considered to be a human being: (a) at
the point of conception; (b) when a baby's brain waves can be detected; (c) when
the baby starts to move within the womb; or (d) when the baby is able to survive
outside the womb.

— À compter du jeudi 7 novembre 2002 — Que le Comité permanent de la
justice et des droits de la personne examine soigneusement la définition
actuelle d’un « être humain » (tel que précisé au paragraphe 223(1) du
Code criminel du Canada) et fasse rapport à la Chambre s’il s’avère nécessaire
d’amender la loi pour qu’elle soit conforme à la Convention des Nations
Unies relative aux droits de l'enfant, de façon à fournir à l'enfant « une
protection juridique appropriée avant comme après la naissance » et pour déterminer
s’il faudra ou non amender la loi pour qu'un enfant soit considéré comme un
être humain : a) au moment de la conception; b) lorsque ses ondes cérébrales
peuvent être détectées; c) lorsqu’il commence à bouger dans le sein de sa
mère; ou d) lorsqu’il peut survivre hors de l'utérus.
