- September 17, 2001 - Mr. Breitkreuz (Yorkton--Melville) - On or
after Monday, October 1, 2001 - That the Standing
Committee on Justice and
Human Rights review the current definition of
"human being" in section
223(1) of the Criminal Code of Canada and report (a)
whether the law needs
to be amended to comply with the United Nations
Convention on the Rights of
the Child so as to provide appropriate legal protection
for a child before
as well as after birth; and (b) whether the law should
be amended so that an
unborn child is considered a human being at the point
of conception, when
the baby's brain waves can be detected, when the baby
starts to move within
the womb, or when the baby is able to survive outside
the womb.

17 septembre 2001 - M. Breitkreuz (Yorkton--Melville) - À compter du
lundi 1er octobre 2001 - Que le Comité permanent de la
justice et des droits
de la personne examine l'actuelle définition d'un «
être humain » au
paragraphe 223(1) du Code criminel du Canada et fasse
rapport à la Chambre
pour l'aviser : a) si la loi doit être modifiée pour
se conformer à la
Convention des Nations Unies relative aux droits de
l'enfant, de façon à
fournir à l'enfant une protection juridique appropriée
avant comme après la
naissance; b) si la loi devrait être modifiée pour
qu'un enfant à naître
soit considéré comme un être humain au moment de la
conception, lorsque les
ondes cérébrales du bébé peuvent être détectées,
lorsque le bébé commence à
bouger dans le sein de sa mère ou lorsque le bébé
peut survivre hors de
l'utérus.
